Developing and strengthening the capacities for the management of risks associated with land transport of chemical and biological materials in the North Africa and Sahel Region

On 26 and 29 July, SecTrans-NAS held two regional awareness-raising workshops for representatives of various ministries involved in the transport of hazardous materials and for those involved in the transport chain of these materials.

Raising awareness of the risks and dangers associated with the transport of dangerous goods is a key aspect of the SecTransNAS project. Thus, among the 8 Work packages that make up the project, there is one, the WP5, dedicated to this aspect.  Several target audiences are involved, namely the ministries concerned by the problem, the actors in the transport chain (shippers, carriers, etc.), the security forces (police and gendarmerie) and, finally, civil protection and customs.

The workshops were regional as the medium- and long-term objective is to achieve a harmonized geographic area in terms of regulations and good practices that are in line with those of international agreements; Algeria, Burkina Faso, Mali, Morocco, Niger and Tunisia are participating countries.

The first two workshops were held by video conference, given the context of the pandemic. The participating countries have designated local experts and representatives of some sectoral groups who will relay the information and material shared during the workshops in their respective countries.

Adelfas experts in charge of WP 5 proposed, on the one hand, various awareness-raising tools and tracks on which the participants made a few observations aimed at improving the content. In addition, topics were discussed that gave rise to feedback and fruitful exchanges between countries that are already signatories to ADR and those that are working to become signatories one day. The regional aspect was the backbone.

All in all, two of the four planned
